Cities didn't change, urbanites did. Human's earlier behavior on the urban/rural fringe was to shoot coyotes, throw rocks at them, chase then away, sic big dogs, etc. Coyotes adapted by keeping more distance.

As the "old ways" of taking care of coyotes waned, coyotes advanced. If they learn to fear humans again, they'll stay further away.
