She doesn't rule against minorities---she rules against giving minorities "hand outs" so that they don't do the work necessary to accomplish something, and feel the happiness that comes from doing something for yourself, instead of having people do everything for you...
At least that is what I get out of her reasoning for being against affirmative action and social programs...
