Dutch Law. They can't hold you longer than six hours without evidence (or reasonable doubt or something like that). Their statements put the evidence on the security guards. Until they find her body (and find out what happened), the three can't be held. It's a warped game of "hot potatoe", IMHO.
I think by them calling in the FBI, they can get around that.
