They should shut down that side road to pedestrians and cars. I'm not sure if anyone else is in the vehicle or not. But I don't think it is known or not, but a possibility.
Does anyone know if the cop car doors will stop the force of a bullet that could be shot at them?

No, bullets go through doors..that is why they are behind the engine blocks
