Just for s*its and giggles, could this be a dry run to see how effectively the freeway system can be tied up so that LE and other disater response teams cannot respond in a timely manner to a real emergency?
That sounds like the beginning to season III of 24.
When I saw that long shot of the empty freeway I thought the same.
