Is it against the rules of engagement to break the window and insert some tear gas into minivans? Are California law makers worried about the environment and air quality?

Heck, there are plenty of SWAT personnel to kill the man if he tries to instigate a shoot out.

I smell some big lawsuits by family members of accident victims that can't get help (Roads clogged) because Cali. law enforcement is hampered by appeasers.
