They generally reserve the maneuver until safe due to huge liability issues.
From reports earlier they said this has never happened in their memory where the entire freeway was shut down and a standoff last this long.
they used spike strips, then used the PIT maneuver four times. He spun three times but recovered. The final time drove him into the 10 foot retaining wall.
