You are technically correct but at the time US military forces were already involved with Iraq. We had 45,000 troops in theater, with US Fighter aircraft flying 80 sorties a day over Iraq, bombing them when ROE directed. That same year Clinton ordered the DESERT Fox bombing campaign also.

I've seen other saber rattling from Kerry from the same time period were he implored President Clinton to act militarily IRT Iraq.
