I'm not a lawyer, but shouldn't his sentence have been automatically reduced when the penalty was lowered? I know that it doesn't work the other way around (ex post facto).

Very good question. Something is very fishy here, but maybe no one was looking out for the guy. The lawyer who represented him should be shaking in his boots, IMO.
