The vote was non binding, Chirac doesnt have to listen to it. But if my president were to impose an new Constitution even though it was voted against by the majority of the people, I would advocate violent revolution.

The vote is binding.

The vote in Holland (the Netherlands) is not binding, but most of the parties have promised to abide by the result if the turnout is 30% or more.
