I think that he did that because senate rules state that the nominee can be reintroduced by a member who voted on the losing side.
If I remember correctly, Bob Dole voted against the balanced budget amendment to allow for the opportunity to reintroduce it. It's just a guess on my part.

Correct. Only a member who voted against a bill or nomination that was defeated can make a motion to reconsider,which makes it possible for it to be voted on again.
