How does the nuke option exist if 7 turncoats can't be trusted to vote for it?

Even if the seven turncoats vote for the nuke option, how can they be trusted to vote for the judges in the up-or-down vote? The bottom line is, we don't have 50 Conservative senators. Lots of people here seem suprised about this.
You can't squeeze blood from a rock and you can't pass a conservative agenda without a majority of conservative senators.
