Correct. Remember how King Saul, after falling out of God's favor following his usurping of Samuel's authority as High Priest and the Amalekite incident, contacted the witch of En-dor to contact "Samuel." That was a no-no.

Well now this is a great story. However, Samuel was angry, not because Saul had summoned him from the dead, but because, to paraphrase, "Since the Lord is angry and won't answer, what makes you think I will?"

1 SAMUEL 28

 15Then Samuel said to Saul, "Why have you disturbed me by bringing me up?" Saul answered, "I am in great distress, for the Philistines are warring against me, and God has turned away from me and answers me no more, either by prophets or by dreams. Therefore I have summoned you to tell me what I shall do." 16And Samuel said, "Why then do you ask me, since the LORD has turned from you and become your enemy?
