In a very Clintionesque way the Senate (D)s are intentionally obfuscating the term "Filibuster".
a) Any Senator can extend debate {by denying unanimous consent} and thus require a cloture {stop talking} vote.
b) By definition, a filibuster ONLY occurs when a vote of cloture fails, not when it succeeds and a nomination proceeds to up or down vote.
A Senator may be trying to filibuster, and may refer to it as a "filibuster" but that does not a Official filibuster make.
Again, "trying" cloture is not a filibuster; defeating cloture is.
For the sake of clarity, predicates should be used when chucking around the "filibuster" term
such as:
Attempted/trying to Filibuster
-vs-
Official Filibuster
Obviously "clarity" is not what obfuscating chuckieSchumer seeks...

Ahhh ... the definition of "filibuster!" Well, that term happens to have lots of different meanings, depending on who you ask, and what your point is.
The loose and indefinite definition is being used to advantage these days, to confuse the underlying issues.
