If one section is that shaky, I imagine the rest is also.
They'll probably close it for a coupla months and shore up the entire bank for??how many miles??
I'm an ex-New Yorker, and the infrastructure is so old there, it's a wonder there aren't more collapses of this kind, and of buildings and water mains, etc.
Yeah, the engineers are going to CYA. Or, theirs, I mean.
That's what I was wondering about...people don't consider that a retaining wall is actually a dam, the hydrostatic pressure behind the wall can build up quite a bit, especially if the drainage behind the wall is old and it has become plugged up...

Well, not sure about the buildings, they're at least supposed to get inspected.
But I do remember some years ago after a few water main collapses (explosions? how to be describe it) hearing the city guy saying these things are over one hundred years old, there's really no way to inspect them, or determine which are good and which are failing, so we'll just have to fix them as they give out. I guess they've repaired a few more since then.
