I'm not suggesting that the practice isn't bizarre but in the case of AID from everything I've read transmission of the virus via conventional heterosexual intercourse is rare.
I suspect most of the transmission is from reusing syringes, unacknowledged homosexual encounters and at least some (if not a lot) of "book cooking".
I do believe the UN provides grants based on the number of AIDS cases. That would be a powerful incentive to be creative.

You are right, if the women has had a lot of "experience" there is little chance of transmission. If she is a virgin or he is brutal then it is as easy as homo sex to transmit. Also, it is far easier for women to get it than men through hetero sex, hence the 6/4 ratio. In this case if they just made the guy wear a condom the transmittal rate would drop considerably and they could still keep their stupid ritual of dominance.
