Really, far too many resources are invested in fighting terrorism and solving rape and murder cases. It's nice to find a police locality that realizes that painting nails is the true peril to our citizenry.
Mr. Fisher is quite correct that the state has no reason to be in the license business. The way to fix this is to repeal the law. Right or wrong about the merits of the case he will be punished. Maybe a jury would agree with him, but not likely.
What rock has this guy been under? I believe that any business anywhere in the country needs and has needed a licsense to operate for decades now.

My wife and I have been in business for years and have no license for the business itself, we work as consultants in our professional fields. My wife is licensed however as it is required even if she worked as an employee for, say a hospital. In NH, many tradesmen do not need to be registered or licensed such as roofers, siding applicators, landscapers, and businesses like that.
I am not sure about that. You always have the right to open a sole proprietorship under your own name, e.g. "John Smith's Lawn Mower Repair".
