Because SUVs are not passenger cars. That's not much of an explanation. And by my way of thinking, they are more of a passenger car than most other cars. They hold more passengers, hold more passengers more comfortably and transport those more passengers and more comfortable passengers more safely.
What about them makes them not a passenger car?
