I know about internet tracking. I can track where people are coming from on my owned web site, but the type of tracking used in the Student cyber bullying case was he put up a web page. This is much different from someone post gross pictures, which can be done from any public computer. It would be very hard to track this person if not impossible unless he gave you his address or referred you to his website; where the hosting company would have his address.

No, this is NO different.
I was part of a web forum a few years back, and we had a troll that behaved in a similar manner.
We got their internet access PERMANENTLY REVOKED.
Funny, there's a few hackers who have had the same thing happen, and they are monitored to make sure they don't go near a computer..
