Thats right.

However, i think you misread what the Pope actually meant.

the Key word is Impose.

By simply liberating it from the control of the local ordinary, He can let the congregational market decide.

Kinda like what happened when News product was liberated by the internet and talk radio....

Our bishop has let it be known that he will approve a Tridentine Mass to any parish that wants one.

We have one parish that has a weekly Tridentine Mass, and about 150-200 people attend. In addition, a priest from another diocese has to celebrate it because no priest in our diocese will do so.

I think you overestimate the enthusiasm for the Tridentine Mass, or even the Latin Novus Ordo, among both priests and parishioners.
