Answering my own question, it appears that Jacoby was taken out of context by Hillary

In 1998 the North Koreans fired a missile extremely close to US soil (Alaska). South Korean sources claimed that one of the North Korean dummy warheads actually landed in Alaska. (Of course, we wouldnt expect any discussion much less verification of that, from John Deutsch or the rest of the Klinton regime's intelligence flunkies.)
Even Senator Robert "Sheets" Byrd had a few words to say about that..
