Not minors. What they should do is sheck her put with a shrink. If she is nuts, then no charges, if she is sane then charge her.
I think we're going in circles. Assume she is sane (she is). What is the charge? I concede that she lied about being abducted, but she appears to have recanted before any effort was made to locate the abductors.
