a complaint will be taken a lot more seriously if it came equipped with a pair of police officers than a simple email from a stranger.
it would be harder to ignore, and would be public record for the media - who also should be informed. preferrable the national media.

Yep, Arnie is after their extortionist butts, and they are squirming big time. Between the costs of Workman's Comp (a huge racket) and the cost impact of the unions, they are throwing every spun-commercial TV add at Arnie, that they can.
