Root causes driving prices up must be addressed. Consumption higher than production. To reduce dependence on foreign oil 4 steps:

1. better use of technology to be better conservers

2. innovative /environmentally senative ways to make good use of our own sources

3. hydrogen, biodeisel

4, help China, India etc use energy more effeiciently diminishing demand for fossil fuels.

Hell with that .. how about making some super sweetheart deals for refinery companies to build more and then there is Iraqi Oil just waiting.
