KARACHI - A more than six-month truce between the military government of Pakistan and al-Qaeda - negotiated by militant groups - has been shattered with the arrest of Abu Faraj al-Libbi of al-Qaeda and country-wide crackdowns on militant groups.
Following Abu Faraj's apprehension last week in connection with two assassination attempts against Musharraf in 2003, the government placed the country on high security alert. Generally, such alerts remain in place for three to four days, but it is still in place, and is likely to remain so in the foreseeable future as military and security installations, important personalities and airports are considered at risk.
Asia Times Online has learned that Musharraf's administration secretly secured a deal with al-Qaeda after a series of attacks from the tribal belt of North West Frontier Province to the southern port city of Karachi rattled the country last year. Al-Qaeda has also openly called for the overthrow of Musharraf.

The investigations into the two unsuccessful attempts to assassinate Pakistan's President General Pervez Musharraf in December 2003 brought to light the penetration of jihadi terrorist organizations into the Pakistan army and air force at the junior and middle levels.
Four officers of the army and six of the air force were found to have joined hands with an assortment of jihadi terrorist organizations, such as the Harkat-ul-Jihad-al-Islami (HUJI), the Jaish-e-Mohammad, the Jundullah, the Lashkar-e-Jhangvi (LEJ) and al-Qaeda in hatching the conspiracy to have Musharraf killed as a reprisal for his cooperation with the US in the "war against terror".

South American and Arab leaders gathering for a summit in Brasilia of Brazil are expected to adopt a declaration condemning Israel's occupation of Palestinian territory.
According to a draft of the document approved by ministers on Monday, the first Summit of South American-Arab Countries will demand that Israel disbands settlements "including those in East Jerusalem" and withdraw to its borders before the 1967 Mideast war.
The draft lashes out at US economic sanctions against Syria and denounces terrorism, but asserts the right of people "to resist foreign occupation in accordance with the principles of international legality and in compliance with international humanitarian law".
In the two-day summit starting on Tuesday, leaders and top government officials from 34 South American, Arab and North African countries will also support sweeping political and economic efforts to tighten links between the regions, the draft says.

I've been following local news on the reports of the little girls.
At noon today the Daily Herald had this verbatim quote in their online news update:
"The girls’ throats were cut, authorities said."
At 3:00pm, that specific statement was removed from the news report. Subsequent reports have stated the girls had "multiple stab wounds".

Correspondent of the Radio Liberty's Chechen editorial staff, Aslan Ayubov, conducted a short interview with Dokku Umarov, the minister of national security CHRI and the commander of the Southwestern Front. On the correspondent's request to confirm the information about the new kidnappings by the Russian terrorists of his relatives, Dokku Umarov said that his 70-yrs old father, 45-yrs old brother, wife and six months old baby have been abducted. The direct executors of this kidnapping were the bandits from the so-called "petroleum regiment", which is commanded by some Adam Delimkhanov - a close relative of the Kremlin puppet, Ramzan Kadyrov.
Dokku Umarov also reported that the Russian special services using the same Kadyrovite bandits abducted several close relatives of Abdul-Vakhab Khusainov, the minister in the CHRI government. He also shared with the Radio Liberty's correspondent his fears related to the fact, that these hostages taken by Russian chastisers who are the relatives of the Chechen leaders, including the relatives of killed President Aslan Maskhadov, have been already secretly killed by Putin terrorists, because of publicity of these in formations in the world media. On words of the Radio Liberty correspondent about a lack of combat information from Chechnya, Dokku Umarov answered, that this lack of information testifies not about any reduction in intensity of military clashes, but only about the fact that Putin's regime suppresses the media, converted Chechnya into a zone that's closed for the independent journalists. He noted that in different regions of the country, and especially in the mountains and the foothills, a large scale fights with the occupiers go on and the enemy suffers heavy losses.
The correspondent asked a question about what consequences for the resisting forces entailed the death of President Maskhadov. Dokku Umarov answered, that this has been unconditionally heavy loss for the resistance and the whole Chechen people; however, on combat efficiency and solidarity of Chechen soldiers the death of Aslan Maskadov showed no negative consequences. According to Dokku Umarov, the Chechen command keeps under arms a necessary number of soldiers and possesses needed reserves in order that at an given moment to sharply strengthen a quantitative composition of forces of the Resistance.
On a question about the state and personal qualities of new Chechen President Abdul-Khalim Sadulayev, Dokku Umarov said that the new Chechen leader has among the soldiers and the commanders unconditional authority as a brilliant expert of the norms of Sharia and the Chechen traditional laws, and that the Mujahiddeen are deeply impressed by a crystal honesty and justice of Abdul-Khalim Sadulayev. All the members of GKO - Madzhlisul Shura, all commanders and soldiers of resistance have already sworn the oath to the new Chechen President.
Correspondent asked about further plans of the GKO - Madzhlisul Shura. Dokku Umarov stated that intention of the Resistance is to move military actions to the enemy's territory, which until now, have been held by Aslan Maskadov's orders and combat operations were limited to the territory of Chechnya. However, now when the killings and abductions of Chechen innocent civilians not only have increased, but also got demonstrative nature, the GKO - Madzhlisul Shura made its decision still to start still in this year some large-scale operations on the territory of Russia.
At this moment, according to Dokku Umarov, regrouping of the Resistance units is going on, calculation of all available forces are determined for the directions of main attacks.

Mujaddedi backs amnesty for ex-PM

KABUL: The head of a commission tasked with advancing national reconciliation Sibghatullah Mujaddedion Monday supported an amnesty for Taliban leader Mullah Omar and former prime minister Gulbadin Hekmatyar.
At a news conference here, ex-president Sibghatullah Mujaddedi asserted being the head of the independent reconciliation commission he backed the inclusion of the two most wanted people in the current peace process.
His remarks are totally at variance with views of President Hamid Karzai and US Ambassador Zalmay Khalilzad, who have expressly ruled out a pardon for Mullah Omar, Hekmatyar.
Approached for comments, a spokesman for the US military said that neither Mullah Omar nor Gulbadin Hekmatyar qualified for a general amnesty meant for low-level and non-criminal people associated with militant outfits.
US military spokesman Col. James Yonts insisted Mujaddedi had not suggested forgiveness for the wanted figures, and that he had been quoted out of context. The spokesman maintained the Afghan government fully appreciated and endorsed the terms set for the general amnesty.
But Mujaddedi, leading the Independent National Commission for Peace in Afghanistan, opined the Taliban and Hezb-i-Islami heads were entitled to the amnesty if they shunned violence and pledged support for the new basic law of the country.
Exceptions in the reconciliation process constituted an old policy of the government toward Omar and Hekmatyar, he observed, stressing such checks would no longer be imposed on the fugitive leaders if they vowed to give up resistance. The commission chairman observed individuals, repenting their past involvement in violence and promising to stay peaceful in the future, could be pardoned.
He pointed out up to 60 members of the Taliban movement, including high-level figures like then foreign minister Wakil Ahmad Mutawakil and Mullah Omar’s close confidant Abdul Wahid Baghrani, had already gone into negotiations with the government as part of the reconciliation drive.
Mujaddedi explained he had not yet formally extended an offer of talks to the two men being sought out by the US-led coalition forces and Afghan army troops. However, the erstwhile mujahideen leader thought both, in hiding for years, would like to return to the mainstream of Afghan society.
