The charge would be uttering a forged instrument, and that law is on the books everywhere in the US.
A friend who runs several coffee/donut shops showed me a "three dollar" bill accepted by one of his cashiers. It featured a picture of Hilary, and a lot of pretty funny verbiage.... in fact, I thought it must have been a Freeper who made it. Anyone been in Meriden, CT recently?

Interesting - My wife who has worked in banks for nearly the last decade informs me that bait money can be any denomination - the only real distinguishing fact is the recorded serial numbers and that they are strapped together.
