The verse "suggests" that it is when children are instructed (teaching) in the presence of their parents is best.

I would not call it an iron clad commandment, but it does point out a principle or precept.

It does nothing of the kind. It does declare that parents must be teaching their children whenever they are in their presence but does not demand that parents ALWAYS have their children in their presence.
