I guess the solution should be another department in the federal government, maybe even a cabinet level position, the Secretary of Dangerous Dogs. He could advise the President of APBT attacks, but ignore all the other dog breeds because they aren't dangerous.

Please, let's not overstate the problem. The actual number of people killed from attacks by all breeds of dog every year numbers in the tens. This is not to say that this incident isn't a terrible tragedy for the family, of course it is. But if people go around repeating the rumor that there are thousands and thousands of "pit bull kills unlucky human" stories, pretty soon people will demand that some breeds should be outlawed and Congress is going to want to get involved, etc, etc.
