Someone either here or on another Web site posted that he now understands why Germans did not stop Hitler. He/she also took no action in face of the armed guards determined to make sure no one tried to give Terri water, apparently ready to shoot anyone who dared.

Jeb Bush and others in power could have saved Terri. They chose not to. She apparently was merely a nuisance to them.
