Because being PVS doesn't prevent one from having "pain reflexes", and such "reflexes" don't count as responses to stimuli.

The responses come from the pain, they are no co-existant and separate from the pain
This reminds me of the story of the attorney that the brother of terri was not allowed in the room at her death because her husband wanted her to have a peaceful death. They were playing soft music etc.
Think about this statement... a woman they claim as having no organized thought needed a "quite peaceful environment? " Up to that moment we were told she had no thoughts only instinctive movements ...but suddenly she could be disturbed by noise or soothed by music?
