God does not kill innocent handicapped people.
This is not God's will - it is the will of those choosing to kill a woman for convenience, for money, for setting a precedent allowing state-sponsored killing.
I don't know of any way you could ever claim this is God's will. I don't remember God ever supporting killing.

It is God who is controi. Being in control means bad things will happen too. He allows people to make choices in life. You have a choice too. You can accept His will or reject it.
Christ was innocent and He allowed Him to be crucified.
Maybe you have heard of the Lord's Prayer?
