That's kind of odd.
Is it guilt? shame? denial? all of the above? (no, I'm not saying your sister has personally done anything....however, she and others may not have personally done anything to help fix it; she and others may be responsible for electing certain of the senators/representatives who 1) voted in the people who got this law passed in the first place 2) didn't kick them out of office/re-elected them.
(not trying to make you feel bad about your sister....but, if this were happening in my state, and i could have done something about it (rallies, letter-writing to my elected officials/voting against them, etc.), and not do so, a natural reaction would be to be defensive, etc.)
I pointed out that Terri's brother lived in the same complex and he adminstered CPR while Schaivo just sat on the couch. She said everyone knew that. So I asked, if Terri was in a car wreck, where was Schiavo? How'd Terri get face down on the floor? I kept getting the response that she lives there and read the story when it happened and I didn't. It was an extraordinary conversation. And everyone that she knows believes the same thing that she does.
