That's what it boils down to. "To be fair" to certain countries, access to certain adult materials (such as pictures of women who reveal their face, arms, or legs) needs to be restricted. Oh, by the way, we need "to be fair" to these other countries - they don't like your citizens discussing things like firearm ownership and freedom. "To be fair" to this group of countries, we need to restrict your discussion of private ownership.

That's not a good example, but it boils down to them getting an inch, and taking mile upon mile upon mile.
