I'm not clear how they even measure a 25cm wave. Isn't that just any old ocean wave? Anyway... the quake happened about seven hours ago as of this writing. I'm not versed enough to even ask these questions, but I'm impatient for information. :-)
it is a rise in the buoy measured by time and distance from the epicenter.
