I am be wrong but: when someone buys a plot in a cemetery, they own it, although the cemetery has certain regulations. But as far as the HINO preventing a plaque, I don't think that's possible.

The husband from hell has made sure the Schindlers have nothing to do with Terri's burial. She is to be cremated and buried in Pennsylvania in the SCHIAVO family plot.

I don't think they can prevent it either. If I were the Schindler's I'd have Terri's name engraved on my headstone along with my own. What's he gonna do about it?
