The issue was, and always will be, that the GUARDIAN of Terri is conflicted, incompetent, an alleged wife abuser, an alleged adulterer, an alleged sociopath who potentially engaged in criminal activity- He is the Target.
I think you can drop the 'alleged' qualifier on the adulterer point. He has been living with his fiancee for years and has fathered two children by her.
