You are 100% correct. Jeb Bush went over and beyond, in his attempts to save Terri.

And Jeb has failed in his duty by failing to act quickly enough and shrewdly enough. If the attempted protective custody fiasco went as recently reported I'd bet Jeb is kicking himself pretty hard for his own actions.
