I fault Jeb LESS for not doing something this past week, than what HE COULD HAVE BEEN DOING for the past 10 years.

Jeb and the entire FL congress knew 15 months ago that something had to be done. None of them did a thing.

Exactly my point. The Florida Congress waited until this past week to do anything. They should have been "pushed" into doing something over a year ago...so that it would be perfectly clear, pass muster, not done in haste....passed by a wide margin...etc.
