Don't hold your breath. If they can't or won't stop him from actually killing a woman, they're not going to do anything else to get in his way.
I don't think Greer is the lone ranger in this plot to kill Terri. He obviously has lots of power or he wouldn't have prevented the Gov from rescuing Terri.
Some one said Greer was tipped off about a possible rescue. The trouble is, you don't know where the spies are hanging out. Greer probably has goons working all over the state.
