Actually, DCF does not have to remove a guardian in order to take protective custody of Terri. DCF would have to petition a court at some point, but not in order to take protective action.

Considering the track record of DCF then I might fear more for the safety of Terri Schiavo in their care than out of it. But be that as it may, I still think that they need a court order to take custody.
