Right. I remember that. But the judge can't actually do that, can he? Isn't that a bit like the judge declaring black to be white? He can say it but it means nothing? I guess I just don't understand why Bush doesn't move, knowing that Greer has no jurisdiction in this.

I'm sorry. I meant that the judge listened and barred DCF.

Greer has the authority of his office which normally receives the enforcement cooperation of the executive branch.

He can order, but he cannot necessarily have things enforced.
