Puhlease, they are trying to say that the people monitoring the border (both citizens and government agents) are the ones that are "hunting" "migrant people".

Either Bush slandered the Minuteman Project as vigilantes, or he failed to defend his counrtymen against slanders by some smart-alecky Mexican reporter that U.S. citizens were "hunting" illegal immigrants at the border. Either way, he was completely derelict in his duty.
