Can foster parents starve their wards now without child protective services hassling them? Legal guardians and all. /sarcasm (I hope)

It has already been done, and is done more than we know. One of the most infamous cases was Baby Doe of Bloomington, Indiana, an otherwise healthy Down Sydrome baby who needed a simple, routine operation to clear a congenital blockage in his digestive tract. His parents refused because they considered him "defective". He was starved to death with judicial sanction in 1982.
