It appears more and more likely that Jeb and the DCF were doing nothing but playing CYA.
In situations where an adult is possibly in danger of losing their lives, the DCF has the authority to act immediately, with accompanying law enforcement, to remove an adult from the dangerous situation and petition the courts later.
Considering that the judge in this case would possibly be implicated, it made no sense whatsoever to petition the court as if Terri's situation was not an emergency. It makes even less sense to petition the very judge who might be found responsible for her impending demise.
Jeb Bush and the DCF are either stupid or in collusion.
