Has anyone heard either Sean Hannity or Rush Limbaugh ask WHY both the president and the governor have not used executive order authority yet????

I do know that Sean said that he had talked to a constitutionalist who questioned whether or not Bush had the authority. Randall Terry disagrees as does Alan Keyes.I think Jay Sekelow does too.
