Greer has no say. I don't know why they are even pre-petitioning the court, Greer's court, when Greer may be implicated (officially) in Terri's attempted murder. The only reason, or reasons, I can think of is one, the DCF is giving Greer a chance to do the right thing and cooperate, or two, the DCF is playing by various rules to stall in hopes of Terri dying before they have to actually do anything.

Their powers to remove an adult in a dangerous situation should be classified as an emergency. In an emergency situation, the DCF can remove an adult and worry about the questions later. They haven't approached it as an emergency situation yet.
