I may have misunderstood, but from what I have heard on Sean Hannity's radio show, I think DCF got a call from a Mayo Clinic doctor (a "renowned" neurologist), who has examined films, records of Terri and thinks she is in a state of "minimal consciousness", rather than a "persistent or permanent vegetative state".
Following up, if she is in a state of "minimal consciousness" (rather than "PVS"), that makes a significant legal difference and, I think, that is why DCF decided it might intervene.
