I'm not sure if the DCF is part of the executive branch, can someone enlighten me please?

Yes. 99% of government employees are Executive Branch.

They are a Florida state government agency. On the state level they would be considered a part of the "executive branch."

However, they do not serve at the behest of the Governor.
