Cause they have to appear like they did everything legally so that when they go in all their I's are dotted and T's are crossed.
Lord only knows. Maybe because FL can't get their act together and has screwed up every investigation from the last dog the dog catcher caught to the little girl who was kidnapped and killed to Terri. I'm in TX and in TX we went in, period. The whole idea behind the department is protection first and foremost. It's always better to apologize later for being too hasty than try to apologize for letting a victim die because you didn't act soon enough.
