So you're saying she's out of options past SCOTUS? That makes sense, because Clinton could have issued an executive order declaring Al Gore president in the 2000 election after SCOTUS ruled, if that's the case.

An executive order applies only to the executive branch


An Executive Order would be a decree in another country. It can be applied to anything the President desires. Yes, under are system there are checks & balances & the US Supreme Court can overturn an Executive Order. Then Congress can then overturn the US Supreme Court.
